Disabilities and Special Needs Board

Purpose(s)/Service(s): The Greenville County disabilities and Special Needs Board (GCDSNB) is a public entity classified as a 501c3 organization which provides services to over two-thousand (2,000) people in Greenville County with mental retardation, head and spinal cord injuries, autism and other disabilities in order that these individuals may live their lives as independently as possible and at their maximum potential.
Enabling Legislation: GCDSNB was created by Ordinance No. 2378, pursuant to the authority and mandate of Section 44-20-375, Code of Laws of South Carolina, as amended by Ordinance No. 2552 of the Greenville County Council. Enabling Legislation: Greenville County Council Ordinances Nos. 784 and 2378.

Our mission states "The Greenville County Disabilities and Special Needs Board is committed to providing opportunities for individuals living with lifelong disabilities to reach their maximum potential in becoming productive, active, and integrated citizens of Greenville County." It is GCDSNB's vision to provide the best possible service options and to promote personal freedom through choice, compassion, and encouragement.

The Greenville County Disabilities and Special Needs Board (formerly know as the Greenville County Mental Retardation Board) consists of twelve (12) resident electors appointed to four (4) years (staggered). The Governor appoints Board members upon recommendation of the Greenville County Council. Persons with a demonstrated interest and background in disabilities and/or human services shall be recommended for appointment. Vacancies on the Board are filled for any unexpired terms in the same manner as original appointment. Members may be removed by the appointing authority for neglect of duty or misconduct in office after being given a written statement of reasons and an opportunity to be heard, or for missing three (3) consecutive meetings.

While participating as part of the Board team, Board members must:

  • Be the administrative, planning, coordinating, evaluating, and reviewing body for services to persons who have mental retardation or other related disabilities. The Board is funded in part by appropriations from the South Carolina Department of Disabilities and Special Needs Board.
  • Promote and accept local financial support for the Greenville County program from funding sources such as businesses, individuals, industrial and private foundations, voluntary agencies, governmental and other lawful sources and promote public support from municipal and county sources.
  • Employ personnel and expend its budget for the direct delivery of services or contract with those service vendors necessary to carry out county mental retardation or related disability service programs, which shall meet those specifications prescribed by the South Carolina Department of Mental Retardation.
  • Buy, sell, mortgage, pledge, encumber, lease, rent, and contract with respect to real and personal property, and borrow money, provided the obligation to repay same is payable out of any revenues of the Board, and shall not obligate the full faith, credit, and taxing power of Greenville County.
  • Believe in and actively support the mission of the organization.
  • Participate in new Board member orientation and ongoing Board development.
  • Attend Board meetings, planning meetings and assigned committee meetings.
  • Comply with applicable laws, regulations, bylaws, policies and the code of ethics.
  • Accept the legal duties of loyalty and care while serving as a Board member.
  • Understand that all power rests with the full Board, not individual Board members.
  • Share wisdom and insights to help the Board make appropriate decisions and policy.
  • Prepare well for all meetings.
  • Bring knowledge of the community and constituents to the Board's deliberations.
  • Be an advocate to the community and constituents for programs and Board decisions.
  • Play a consultative role by sharing expertise with management when requested.
  • Seek opportunities to expand knowledge about the organization.

GCDSNB is not a government agency, but does receive funding from the South Carolina Department of Disabilities and Special Needs for its programs. Other funding sources are from HUD, United Way, special grants and contract revenue.

The Board is subject to the Freedom of Information Act and opens all meetings to the general public. The Board must meet not fewer than four (4) times per year and special meetings may be called with reasonable notice given to members. The Board established its own bylaws and, on an annual basis, elects a chairperson, a vice chairperson, a secretary, and a treasurer. The Board must maintain at all times, workers compensation insurance on its employees and a policy of liability insurance in the amount of $1,000,000 covering all employees and board members. The premium for coverage is the responsibility of the Board. Greenville County shall be listed as an insured under the policy of liability insurance.

GCDSNB Board meetings are held at 6:00 p.m. at 1700 Ridge Road every fourth Thursday of the month with exception given to November and December which are held on the third Thursday of the month.
